Between 2008 and 2008 Britain's surveillance agency intercepted the webcam images of millions of users. The users were not the
target of any particular probe. The program called "Optic Nerve" stored a picture every five minutes from user feeds. The images were then run
through facial recognition software. The program was run with the the help of the NSA but it is unclear of the entirety of their involvement.
This reinforces that there is very little electronic communications that is not being monitored. If you have a laptop and don't use the camera then get a bit of electrical tape and cover it up. It is a low risk but and easy fix.
